The City of Bell welcomed Janine Andrade as their next Community Services Director, effective March 13, 2023.

Janine Andrade comes to Bell from the City of Norwalk, where she most recently served as Senior Center Manager. She also brings an additional 15 years of experience through her time at the City of Montebello, where she worked as the Community Services Supervisor. She holds an MBA and BA in Business Administration from the University of Phoenix.

As Community Services Director, Janine will conduct strategic planning for the department and implement department policies and procedures. She will also develop and manage the department’s annual budget and serve as an advisor to the City Manager and City Council.

“I couldn’t be more excited to start my journey as the City of Bell’s Community Services Director,” said Janine. “Bell is a young, dynamic community that boasts a people-first attitude. I look forward to working with staff in helping build community pride through the City’s unparalleled programs and services.”

The Community Services Department (CSD) encompasses the Recreation Division, CSD Administration, Social Services, Futsal Park, Technology Center, Park Facilities, Maintenance, Aquatics, Parks Grants and Transportation.

“Enhancing the quality of life in Bell remains top-of-mind for City staff. We are confident that Janine’s leadership will further position the City as a vibrant community that offers high-quality resources for residents and visitors alike,” said City Manager Michael L. Antwine II. “TS Talent Solutions really came through for this important position in city hall. Cathy, Kylie and Ryder helped deliver a great pool of talent and did an excellent job explaining the opportunities to serve the community of Bell.”

TS Talent Solutions (TSTS) worked closely with the City of Bell to research City culture and solidify the key elements that should mark a candidate. Upon analysis, the TSTS developed a well-suited job description, generated a recruitment brochure and facilitated outreach to potential candidates. In addition to publishing the digital brochure across a number of digital job boards, TSTS also printed and mailed out physical copies to potential candidates across Southern California. A culmination of these efforts led to the selection of Janine Andrade.
