The City of Menifee tapped TS Talent Solutions (TSTS) to help fill a brand new position in the City: Human Resources Director. Following successful outreach and recruiting efforts, the City is welcoming Angela Rivera to the team to oversee talent acquisition and retention, labor relations, risk management and emergency preparedness.
With over 20 years of human resources experience and over 10 years in the public sector, Rivera is well-equipped to lead the Menifee Human Resources (HR) Department. Rivera holds a Bachelor of Science in Business Management from the University of Phoenix and is a member of multiple relevant professional organizations including the Society for Human Resources Management (SHRM), California Public Employers Labor Relations Association (CALPELRA) and the Public Risk Management Association (PRIMA). She also has vast experience in managing recruitment, classification and compensation, performance management in the public sector and integration of workplace safety protocols into HR practices.

The Human Resources Director will be instrumental in driving Menifee’s success for years to come,” said City Manager Armando G. Executive Recruiter Christine Martin led the recruitment with support from Recruitment Coordinator Kylie Sun and Assistant Recruitment Coordinator Sydney Fitch. To launch the recruitment process, TSTS distributed an online questionnaire form to the Executive Team and HR department seeking their insights on the characteristics and qualifications of the ideal candidate. Leveraging this information, the recruitment team created a digital recruitment brochure showcasing the vibrant culture of Menifee, the strategic vision for the community and the expectations and responsibilities of the role. Beyond traditional job board postings, TSTS launched a targeted social media campaign and conducted direct outreach to prospective candidates, successfully attracting a pool of 57 applicants.

The Menifee team were excellent partners in executing the process to fill this important new role,” said Christine. “We sought someone who not only brought the necessary experience but also embodied Menifee’s family-oriented culture. Rivera is an outstanding addition to the Menifee team, and I’m excited to see the positive impact she will make on the City.”
As part of the process, Christine collected applications and conducted pre-screening interviews with top candidates and helped facilitate interviews. Following two rounds of interviews, the City of Menifee selected Rivera to join the team as its first Human Resources Director.
