The City of Santa Fe has appointed Andrea Phillips as their new Deputy City Manager following an extensive recruitment process led by TS Talent Solutions (TSTS).
With nearly two decades of public sector leadership, Andrea Phillips brings a strong background in city management, policy development and leading initiatives to improve public services. This marks the fifth city Phillips has served throughout her career, including previous roles as Town/City Manager in three communities. Most recently, she served as the Interim City Manager for the City of Grand Junction, Colorado, where she played a key role in overseeing the city’s budget and leading a workforce of over 1,000 employees across 13 departments. Phillips is also an ICMA Credentialed Manager. She earned her Bachelor of Arts in Political Science from the University of Colorado Boulder and holds both a Master of City and Regional Planning and a Master of Arts in Public Policy and Management from The Ohio State University.
“We were looking for a leader with the right blend of operational expertise, collaborative spirit and strategic vision to step into the role of Deputy City Manager,” said City of Santa Fe City Manager Mark Scott. “TS Talent Solutions led a thoughtful and targeted recruitment process for this unique opportunity to serve the Santa Fe community. Their deep understanding of local government and effective recruitment strategies were key to finding the right fit for our leadership team.”
Led by TSTS Executive Recruiter Christine Martin, with support from Senior Recruitment Coordinator Kylie Sun and Assistant Recruitment Coordinator Julia Gale, team TSTS crafted a tailored recruitment brochure that captured the City of Santa Fe’s distinctive community, leadership needs and organizational culture. This thoughtful, well-rounded approach helped attract a competitive and diverse pool of over 40 potential candidates. After careful evaluation and a multi-stage interview process, the City offered Andrea Phillips the Deputy City Manager position.
“Throughout this process, it was clear that the City of Santa Fe is deeply committed to both its community and the people who serve it,” said Christine. “By highlighting that dedication in our recruitment strategy, we were able to attract candidates who truly aligned with the City’s values. It’s exciting to see Andrea step into this role, and we’re proud to have supported the City in this effort.”
“It’s an honor to join the City of Santa Fe and contribute to the meaningful work happening here,” said Phillips. “Public service has always been at the heart of my career, and I look forward to collaborating with the leadership team to achieve great things together. The support and responsiveness from Christine made the entire process seamless.”
