With guidance from Tripepi Smith Talent Solutions (TSTS), the Westminster City Council adopted a strategic plan for fiscal years 2025-28. The plan, which establishes five key goals to guide decision-making and resource allocation, aligns municipal priorities with community needs and reflects Westminster’s mission, core values and long-term vision. In addition to defining strategic direction, it will establish a framework for accountability, helping city leadership track progress and measure success.
Following the completion of its 2022-2025 strategic plan, the City of Westminster engaged TSTS to assist in updating its goals to reflect current challenges and emerging opportunities. Principal Ryder Todd Smith led the process with support from Senior Business Analyst Kylie Sun.
TSTS began research in March with questionnaires and in-depth, one-on-one interviews with councilmembers to gather perspectives on priorities and community needs. After compiling and analyzing feedback, TSTS collaborated closely with city leadership to develop draft strategic goals for City Council review. TSTS presented the draft goals and objectives for discussion and refinement during a special City Council meeting in April.
“This planning process was a chance to take a step back and look at the big picture for Westminster’s future,” said Westminster City Manager Christine Cordon. “Hearing the perspectives of the City Council in a standardized format ensures our City Staff are aligned with the Council’s priorities. TSTS converted thoughtful conversation into clear, actionable goals that will shape our work over the next three years.”
Following a robust conversation, the City Council adopted five strategic goals for 2025-28:
- Achieve financial stability
- Implement and support effective land use policies that encourage quality development
- Attract, develop, and retain well-qualified staff members
- Improve customer service delivery to the community
- Enhance quality of life and beautification throughout the city
“Westminster’s appointed and elected leadership approached this process with a commitment to moving the community forward,” said Ryder. “The city’s focus on aligning around shared priorities made it possible to establish goals that are actionable and grounded in the community’s needs. This plan sets the stage for meaningful progress over the next three years. I really appreciate the dedication of the City Council and City Staff to a thorough and transparent process.”
Recognizing that strategic plans are most effective when actively monitored, the City of Westminster is committed to reviewing and updating the plan every six months in a public workshop format. The first progress check-in, facilitated by TSTS this October, included a review of progress on objectives and discussion of new objectives that will advance each goal.
