The City of Bell continues to build a winning team at City Hall with the selection of a new Human Resources and Risk Manager. The City turned to Talent Solutions (TSTS) to find a qualified candidate and after a smooth recruitment process, selected Gina Skibar for the role.

Gina assumed her new role in August 2024, and brings a wealth of public sector experience in human resources and risk management. Her background includes four years as a Workers’ Compensation Manager in the cities of Rancho Cucamonga and Chino Hills, as well as four years as Risk Manager for the City of Montebello.

Executive Recruiter Christine Martin led the recruitment with support from Recruitment Coordinator Kylie Sun and Assistant Recruitment Coordinator Alyssa White. TSTS developed and designed a digital recruitment brochure, showcasing not only the job requirements but also the benefits of working at City of Bell and serving the community. Following extensive outreach efforts, including social media outreach, job board postings and considerable research, TSTS generated nearly 40 applications, ultimately leading to Gina’s selection.
