The City of Larkspur partnered with Tripepi Smith Talent Solutions to successfully hire Matthew Avila as its new Chief Building Official. 

Matthew Avila has over eight years of municipal experience in building inspection, plan review and code compliance for residential and commercial projects. His background includes leading inspection teams, working closely with residents, contractors and developers and overseeing complex projects to ensure compliance with California building codes and local ordinances. Avila has completed leadership training through California Building Officials (CALBO) and the Supervisory Academy. He earned his Bachelor of Science in Business Administration with an emphasis in Finance from California State Polytechnic University, Humboldt. 

“Matthew Avila brings the experience and leadership our building division needs to continue growing and serving the community,” said Larkspur City Manager Dan Schwarz. “With the support of Tripepi Smith Talent Solutions, we were able to identify a leader who is a strong fit for this role.”  

Executive Recruiter Christine Martin led the search for the next Chief Building Official, supported by Recruitment Coordinator Morgan Teruel and Assistant Recruitment Coordinator Sofia Gonzalez. The team began by creating a recruitment brochure that showcased Larkspur’s scenic Marin County setting and the rare opportunity to shape the Building Division’s growth and culture. Through these marketing efforts, candidate outreach and a successful interview and selection process, the City was able to secure a leader ready to make an immediate impact.
